24 orgs get anti-homophobia bureau funding

After months of waiting, the Justice Ministry finally announced the names of the 24 non-profit organizations that were awarded funds by the newly created Bureau de lutte contre l’homophobie. The rights and advocacy groups were altogether granted $590,000 over two years.

The Anti-homophobia action plan was announced in May of 2011 by Justice Minister Jean-Marc Fournier, with a total budget of $7.1 million, but the list of organizations awarded funding for 2012 was just announced last week. Roger Noël, chief of the anti-homophobia bureau (and its only full-time employee) confirmed toEtre that the one-time, short-term projects that have received funding from the Bureau will get $590,000 over two years, $400,000 was designated for the first year alone. The five-year action plan included $3.6 million of funding to be allocated to LGBT organizations for projects related to rights advocacy and improving social equality.

The criteria, the timing

First off, 41 different organizations submitted funding requests, which were due last December. By March, the decision had been made to fund 24 of those, of which 15 are located on the Island of Montréal. Of these, one of the unsurprising largest amounts went to Gai Écoute ($60,000), with the CQGL getting $43,020 and the Montréal Youth Coalition against Homophobia (MYCAH) awarded $24,800. The Ministry’s website notes that “the projects chosen targeted notably combating prejudice amongst youth and towards the elderly, to rectify LGBT people’s lack of information on their rights, to adapt tools for suicide prevention, develop teaching materials and for documenting and preventing homophobic violence.”

Roger Noël says that the 24 winners were all “good projects” and clarified that there were five selection criteria: relevance to the anti-homophobia action plan’s objectives, its overall quality (awareness of the sector), its innovation, realistic objectives, and “maximization of benefits,” he said. Happily for youth org Project 10, their video and film project “It Gets Better… organized!” also received a small amount for their project, slated to release its first instalment this summer.

In the long list of subsidies announced by Charest before his election announcement last week, the anti-homophobia bureau amounts were already known to their recipients. While the winning orgs were informed of the funding in March, the Justice Minister waited until after the election announcement to officially release the list of recipients at the same time as the Divers/cité festival.
